Mint.com syncing for non-US/CA users?

Mint.com syncing for non-US/CA users?

I'm looking for an personal accounting Android app + desktop app that has
syncing capabilities.
It seems the best thing out there is Mint.com, but when I try to sign up
for my country it says it's unavailable.
My questions are:
Why is it available only for US & CA? It has to do something with
integration with the US banks?
I really only need an accouting software that allows for cost and time
tracking, and can categorize the costs into e.g. "Living expenses",
"Automobile expenses", etc. as well as sync. Can I still use Mint.com for
that?
For my needs, do I even need to sign up? If not, can I simply sign up as
if I'm from US/CA?
